Gave constitutional status to urban local bodies (municipalities and city corporations), establishing mandatory elections with reserved seats and a Twelfth Schedule of functions.

A companion to the Seventy-Third Amendment, extending local democracy to urban areas and requiring state governments to hold regular municipal elections.
